Despite increasing investments in leadership development, satisfaction with leaders continues to decline, and organizations remain concerned about insufficient bench strength to meet future leadership needs. A major contributing factor is the 'evaluation problem.' Impact measurement has been identified as a key solution to this leadership crisis. However, a lack of structured measurement plans and appropriate metrics, combined with continued reliance on Kirkpatrick’s (1959) level-based approach, limits our ability to truly assess the impact of leadership development. In response to these challenges, the Integrated Impact Measurement Framework has been developed to guide the evaluation of leadership development and other learning interventions and to gather a full range of impact evidence for the diverse needs of stakeholders in leadership development.
儘管對領導力發展的投資持續增加,對領導者的滿意度卻持續下降,組織也依然擔憂人才儲備不足以因應未來領導上的需求。造成這狀況的一個主要因素是「評估問題」。成效的衡量已被視為解決領導力危機的關鍵方法。但是,如果缺乏結構化的評估計劃、適當的衡量指標,以及持續依賴柯氏學習評估模式(Kirkpatrick, 1959)的評估方法,限制了我們對領導力發展成效的真實判斷能力。為了應對這些挑戰,發展出「整合性成效測量架構(Integrated Impact Measurement Framework) 」,目的是為領導力發展及其他訓練課程的評估提供指引,並蒐集全面性的成效資訊,以滿足領導力發展中各類利益關係人的不同需求。
Chia-Lin Ho博士任職於3G Leadership Solutions,是一位影響力評估專家、高管教練與組織心理學家。她擁有超過二十年的實務與學術經驗,在衡量、領導力發展和人力資源顧問領域具有豐富專業背景。在過去的八年間,何博士設計並執行了很多測量計畫與策略,以評估多種學習與發展課程的成效,涵概的學習與發展課程從小型的微學習到大型為期一年的領導力計畫,並測量學習的全方面成效,包括行為的改變與企業成果。她的研究成果已發表於期刊與專業書籍章節,並於多場研討會中發表。
